Upstreams (gastownhall): reference only, do not hack

Read reference/gastownhall-upstreams.md and the manifest upstreams/upstreams.yaml.

Gas City vs Gas Town (say it crisply): Gas Town is the original multi-agent app (gt); Gas City is the reusable SDK/runtime extracted from it (gc, primitive-first: city/pack/formula/order/agent/bead). Bluefly composes Gas City, learns from Gas Town, ports neither, as the Constitution requires.

Rules: these are read-only learning sources: never edit a clone, never depend on a fork, never rebuild a Gas City capability (scheduler/supervisor/formula engine). Install runtime from upstream (brew install gastownhall/gascity/gascity, brew install beads, gascity-otel via docker compose). When asked "where does X belong," map it to a Constitution domain via the manifest's constitution_domain, and route any actual install/sync as a Bash step.
