Project / sync the Constitution

The four agent/onboarding files are GENERATED, never authored. To refresh them:

python3 scripts/constitution.py project constitution/constitution.yaml .
python3 scripts/constitution.py verify  constitution/constitution.yaml .   # drift gate

verify fails if any projection was hand-edited out of sync; that's the signal to regenerate, never to keep the edit. If the underlying truth needs to change, change constitution/constitution.yaml (and the canonical BLUEFLY_CONSTITUTION.md), then re-project. Report what changed.
