Conform to the Constitution

For any file or proposal:

python3 scripts/constitution.py conform constitution/constitution.yaml <file>

It fails on affirmative proposals to build forbidden things (own scheduler/runtime/orchestration/chat framework) and warns if the doc doesn't reference the authority chain. Then place the proposal on the spine (Product → Factory → Output → Capability → System). If it can't be placed, it's off track; say so and name the higher-authority document it must conform to. The Constitution always wins.
