1. Module enablement: Verify Tier 1 enabled, Tier 3 OUT.
2. Group structure: Verify org/workspace group types and roles.
3. Endpoints smoke: curl health, duadp, contractplane endpoints.
4. ECA models: Verify org_create, agent_reg, memory_gov models present.
