Decision Vocabulary

Purpose

A shared, closed vocabulary for terminal states used in repository lifecycle, code review, and recoverability decisions — so a status is a checkable fact, not prose to interpret. Capability ownership decisions (BUILD / VALIDATE / CONVERGE / AMEND, smallest-stable-owner priority) are canonical in standards/architecture/capability-convergence.md and are not restated here.

Capability part classification (evidence packet standard form)

Applied per independently ownable part of a capability — never to a whole vague category ("skills" is not one capability; its format, compiler, bundler, installer, registry, and content are each owned separately).

State Meaning
SUPPORTED Upstream/authority owns this part; evidence found directly.
PARTIAL Upstream owns most of it; a real, separately justified gap remains.
NOT FOUND No owner identified within the evidence actually gathered — not proof none exists.
LEGITIMATE The gap is confirmed and the internal implementation is justified, with the justification stated.

Recoverability / data-safety

State Meaning
SAFE Recoverable directly from an authoritative system (Git history, a remote ref, a registry).
UNKNOWN Cannot currently be determined; not yet resolved to Safe or At Risk.
AT RISK Exists only in a location with no authoritative backing.

Terminal state for a repository/system check

State Meaning
VERIFIED Directly confirmed via an authoritative system, current as of the check.
BLOCKED_EXTERNAL An external authority (access control, archived project, expired credential) prevents the action.
DEFERRED Enough is known to stop safely; the decision belongs to a different authority.
BLOCKED_BY_POLICY A governance gate correctly rejected the action; the fix is authorization or a real mechanism, not a workaround.
UNKNOWN Genuinely undetermined; further evidence has not yet been sought.
NOT ESTABLISHED This specific investigation did not produce evidence either way — says nothing about the underlying condition.

Gate outcomes (governance hooks, CI, review)

PASS / BLOCKED only. A BLOCKED result is never bypassed by an agent.
