ADR-0002 — Runtime capability baseline is not measurable from the local operator environment

Context

The Platform Integration Engineer mission (see operating-model/platform-integration-engineer.md) defines a single KPI: Capabilities Executing on the Oracle runtime, N → N+1, and one binding rule — "If Oracle cannot measure the delta, the work is incomplete." Before any capability work can claim a runtime delta, the current value of N must be establishable.

This ADR records the attempt to establish N from the local operator environment on 2026-06-29.

Evidence (verbatim tool output)

The absolute paths quoted below are reproduced exactly as the tools emitted them. They are evidence, not architecture — the hard-coded workstation paths visible here are themselves the portability defect classified in ADR-0003. Governance must name logical authorities, not paths.

CLIs resolve (gt, bd, blu, buildkit all present on PATH).

Authority context does not resolve from the canonical workspace root:

The only beads database discovered on disk is empty (Total 0 / Open 0 / In Progress 0 / Blocked 0 / Ready 0).

Finding

N is currently UNMEASURABLE from the local operator environment. Authority-context resolution (blu work current, the P0 Authority Plane resolver) fails its preflight, and the canonical workspace root is not a Gas Town workspace. This is consistent with standards/engineering-standard.md: local workstation state is not runtime authority. The runtime baseline is owned by the Capability Registry (Gas City packs/formulas + Oracle), read via gt / blu remote - not by this Mac.

Per the mission's stop condition — "Stop immediately if runtime ownership is unknown" — the correct first runtime work item is to restore measurability of N, not to write capability code.

Decision — the work items that gate measurement of N

  1. contractplane-sdk authority not resolvable. blu work current cannot load the contractplane-sdk CLI. Owner: contractplane-sdk repo. Action: make the SDK resolvable to the resolver. The fix is expressed as a logical dependency ("the contractplane-sdk authority must be available"), not as a home-directory path.

  2. Ownership map is not resolved by a logical authority. (Reframed per ADR-0003.) The resolver currently looks for a hard-coded home-dir path that no longer exists. The action is not to name a replacement path. The Ownership / Tool Map is owned by the Engineering Standard authority and must be resolved via the existing BLU_* env / workspace-canonical discovery pattern (the same mechanism blu agents already uses for BLU_AGENTS_PATH). Owner: blu-cli repo. No absolute path is to be added anywhere.

Follow-on (blocked on 1–2): read the Capability Registry at its authoritative source (Gas City + Oracle via blu remote) so that N is counted where it is owned, not inferred locally.

Rule

No capability is counted toward the KPI until it is observed executing at its authoritative source. A local edit, build, or passing unit test is development evidence, not a runtime delta.

Consequences

  • The mission cannot report Executing: N → N+1 until items 1–2 are resolved. This ADR is the honest baseline: N = unmeasured, not N = 0.
  • Resolving these via logical-authority discovery (ADR-0003) makes N measurable for every developer, agent, CI runner, and Oracle — not just this workstation.
